二 | 西湖风景名胜区总面积明确为59.64平方公里，核心景区33.23平方公里，划分为环湖、北山、植物园、灵竺、虎跑龙井、钱江、五云、凤凰山、吴山九大景区。规划一公布，便引发热议。人们最关心的是：西湖“长大”了，对我们意味着什么？翻开这份新蓝图，三大亮点尤为醒目。景区“扩容”，南宋皇城根下纳入保护版图。本次规划对西湖风景名胜区范围进行了调整优化，面积有所增加。新增区域主要位于景区东部，包括河坊街、太庙遗址、南宋御街、三省六部、嘉会门遗址等重要片区。这些区域与全国重点文物保护单位临安城遗址深度相融、紧密相连，将其纳入西湖风景名胜区范围，实现了对历史文化资源的系统性、完整性保护。
三 | 守护“三面云山一面城”的千年格局。
四 | 规划特别强调保持宝石山、吴山山脊线的完整性，严禁在风景名胜区内新建、扩建有碍保护的建筑，严格管控遗产区和缓冲区内建筑的高度、体量、色彩、形式。
五 | 守住西湖与城市共生的文化特质，让城市风貌与千年西湖相得益彰。
六 | 纳入“一张图”管控。规划首次将风景名胜区的范围、保护分区、建筑高度管控等矢量数据纳入国土空间规划“一张图”系统。
七 | 这意味着西湖的保护、利用与建设活动，将与全市国土空间规划在“统一底图、统一标准、统一规划、统一平台”框架下实现全面衔接。
